A questionnaire about teachers’ perception of online instructional environment was developed and validated ( = 0.9533). The questionnaire was conducted on 262 teachers from the Information Technology Seed School and 209 valid copies return. The results are as follows: 1. The teachers usually use the World Wide Web (WWW) and the E-mail for online instruction. 2. At present, the difficulties teachers face in online instruction are slow transmission speed, insufficient capabilities, insufficient online instructional materials, insufficient suitable instructional plans, time consuming, insufficient computer equipments at schools and in students’ homes, and the difficulty to moderate or supervise students’ learning. 3. Teachers believe that the online instruction contributes to the interaction between teachers and students. 4. Most teachers are not satisfied with the present environment of the online instruction, but they think that the online instruction is worth. 5. In teachers’ opinion, they would be more willing to use the online instruction if teachers'' online instructional groups could be established and the educational authorities could offer a platform of the online instruction which could be integrated into the instructional materials. 6. Teachers who spend different time online every day have significantly difference in the perception of the online instructional environment. 7. There is a significant difference between the perception of teachers’ expectation and the actual environment of the online instruction.
