According to the report of Taiwan foundation investigation in 2002, there are a total of 6239 organizations belonging to Taiwan juridical persons. Their functions are more diverse and professional, almost covering all levels of human behaviors from education, health, environment protection, to social welfare, community development, caring of human rights, and disaster relieve. From these trends, we can find that the third department not only gradually grows, but also becomes an important power in the current society.
Similar to the government, officers, soldiers and their families are demanding higher quality of service from military. We consider that both the works of military political warfare and the third department possess the nature of public and public welfare. Under the circumstance of decreasing defense budget, if the cooperative relationship can be developed, and thus supplement the discrepancy between military “public welfare demand” and ”service supply,” the pressure of insufficient defense budget of caring and serving soldiers can be properly relieved. This paper seeks to further understand the mutual relationships and roles between political warfare units and the third department through theoretical and practical researches. Also, case studies such as the “Friends of Armed Forces Association ROC” was attempted to proceed practical discussion. We expect different points of view and balanced observations, and provide concrete recommendations to future social works in the military. In the concrete, there are four major points brought out in this paper:
1. understanding the definition of cooperative relationship between military political warfare units and the third department.
2. promoting the efficiency of mutual operation between military and the third department.
3. developing mutual interactive model and concrete strategy of cooperation.
4. bringing up the research results and recommendations of cooperative relationship.
There are six chapters in this thesis. Chapter one is introduction, focusing on the introduction of motive and purpose, research field, methodology and limitation, research procedure, and arrangement of chapters. Chapter two is literature review, exploring the reason of development of the third department, the history of political warfare system, and theoretical foundation of the cooperation between public and private sectors. Chapter three, four and five are introductions of three topics: service works, works of psychological hygiene, and the protection of soldiers’ rights and interests. Comparative analysis and identification of case study are matched to analyze the military operative model, and to discover the possible difficulties faced by both sectors. Finally, chapter six concludes the evolution of the works of political warfare, the importance of developing cooperative relationship with the third department, and provides recommendations of key elements and principles to the success of cooperation.
The work of political warfare plays the role of integration. Facing the difficulty of unlimited works with limited capability, the development of cooperative relationship between military political warfare units and the third department is currently limited by the conception of “deeming law and order as standards,” and thus lacks the creative way of thinking. The author believes that, under the principle of not disobeying military orders and disclosing military secrets, establishing a standard that can be publicly commented will be a good option to the future development of political warfare.
