For the next generation GSM system, the length of holding time will be the base of charging model. However, the characteristic of the 2.5th generation integrated encapsulation wireless services (General Packet Radio Service, GPRS) is different from the encapsulation up service with speech. Hence, the charging strategy focusing on transmission quantity will be a better choice. Due to the GPRS owing to the broadband data network, the cost for using the frequency chart of radio is expensive and the quality on deliver request is also higher. Besides, the function of QoS (Quality of Service) had added into GPRS system (the core network of the second release). Therefore, the service quality also should be taken into consideration for constructing the charging model. After reviewing the related literatures, we study the current charging model and mine the important charging parameters from different enterprises. Then, the suitable charging model will be proposed by analyzing such different models and the corresponding charging parameters. Besides, the effectiveness and the complexity of the proposed charging model can be demonstrated well by using the illustrative example in this study. Two suggestions are made in this study and it is given as follows: 1. For most consumers, what does it mean since focusing on the word of "encapsulation"? The telecommunication company must teach the consumers and let they recognize the rationality of the charging model based on "transmission quantity". 2.
