This research has five purposes. First, to record the economic activities, religions, and the life styles of the inhabitants who live in Niaoyu Island, which is located in the easte coast of Peng Hu. Second, to understand the manage ideas and itineraries of the tourist suppliers, and the resistance and assistance of the developed processes. Third, to explore the roles and functions of the Niaoyu Island local community organizations in tourism development. Fourth, to explore the roles played by government administrations and their plans in tourism development processes. Fifth, to understand the inhabitants’ thoughts about the influences of the tourism development and changes.
In order to do so, methods of in-depth interview and participatory research are employed to collect data. The following findings emerged from this research:
I. Due to the fact that Niaoyu Island is not a primary tourist site, the governments did not pay attention to its tourist development. In order to maintain the competition of tourism, the tourist suppliers of the Niaoyu Island continued to rely on their own effort in renewing tourist facilities to attract the tourists.
II. Although most inhabitants interviewed by this research supported tourism development in Niaoyu, they mostly maintained a “wait and see” attitude not only because of their currently balanced fishing way of life, but also their lack of capitals, tourists, tourist facilities and related experiences.
III. Although local organizations want to promote the development of tourism, due to the lack of human resources, the ability of plan, and consensus among the community, the ability of these organizations to properly function is still very limited.
IV. Due to the limit of tourist arrival and the short of capital, the government’s tourism plan often resulted in lack of actual implementation.
V. If local people wish tourism to become the main economic activities of Naioyu, and to have government support in building public facilities, Naioyu’s inhabits, tourist suppliers, and local organizations have to build up consensus, that the plans and development of tourism would be practicable.
