The conclusions and suggestions will be presented according to this study. Statistical methods employed in this study were literary analysis, questionnaire survey and interview. The subjects of questionnaire survey including principals, deans or directors and teachers sampled 59 public elementary schools in Tao Yuan County. 731 effective questionnaire surveys were analyzed by means, standard deviations, T-test, One-way ANOVA and Person’s product-moment correlation. The analysis of the data revealed the following conclusions: 1. Among Tao Yuan County public elementary schools, the current conditions of thepublic relations are ranked as “Middle-High”. 2. Background variances of sexes, working positions and school locations make a substantial difference on the condition of public relations in the elementary schools. 3. Among Tao Yuan County public elementary schools, the current conditions of the school effectiveness are fine. 4. Background variances of sexes, working positions, working experiences, school sizes and school locations make a substantial difference on the awareness of school effectiveness in the elementary schools. 5. There is “Medium-High’ positive correlation between the general and each aspects of the public relations and the school effectiveness in Tao Yuan County public elementary schools. Following suggestions are presented according to previous conclusions: I. Suggestions to the Education Administration Bureaus: 1. Allocating budget and staffing on the public relations are provided to promote the development of school public relations. 2. Effectively plan the scale of the school in order to develop school public relations and promote the school effectiveness. 3. Different terms of public relations planning should be generalized and be administrated by the school administration system to enhance the school effectiveness. II. Suggestions to the elementary school administration: 1. Devise a comprehensive public relations plan and periodically evaluate the effectiveness. 2. Expand school member’s involvement and decision-making on school affairs. 3. Emphasizse the channels of communication in school on school public relations to gather the school members, the parents and the whole community together. 4. Provide workshops and seminars about public relations for the teachers and the staff to enhance the knowledge on school public relations. 5.
