To achieve above goal, the research methods are document analysis, questionnaire and interview.614 samples of questionnaires were returned, 584 of them are valid and used in this study. There are ten interviewees including of a staff working in Education Administration and elementary school educators for my interview. The conclusions of this study are as followings: 1.There are still a large numbers of educators don’t understand the content, the standard of the teacher’s evaluation system which is in used now. 2.Most educators agree that the teachers’ evaluation system which is in used now can’t encourage the excellent teachers and eliminate the unsuitable teachers. 3.Most educators agree that teachers’ position is promoted because of expanding to every elementary teacher in the Draft of the Teacher’s compensation Law. 4.Most educators agree the special performance award with upper limitation. 5.There is a doubt that the performance award examined and verified by the Teachers’ Grading Association in the Draft of Teacher’s compensation Law. 6.Most educators feel that teachers will try hard to be a member of Teachers’ Grading Association because of examining and verifying the performance award in many schools. Based on the above conclusions, this study hope to give some recommendations to the Ministry Education, Education Administration Offices, school Administration Department, teachers and future researches for further use. 顏國樑 2004 學位論文 ; thesis 0 zh-TW
