The development of science and technology and the rapidly changing society have a great impact not only on the military environment but also on the soldiers’ belief, attitude, and value. For the past years, the military administration used traditional models of crisis management such as “ stimulus vs. response” to deal with the situations when crises arose. Yet, such a traditional model is no longer capable of satisfying the pressure from the congress, public, media, and other governmental supervisory or judiciary organizations. The main purpose of this study is to introduce enterprise’s concepts for crisis management to the military. Based on Nunamaker’s model of a crisis-management environment, this study probes into the practical cases of how the military deals with crises and scrutinizes its efficiency for crisis management. Through interviewing with some of the chief staffs and decision makers who participated in a military mobilization operation, coded Peng-hu Chinchen 75-8, this study is to assess the actual competency of the military crisis management mechanism, hence, acquired some of the lessons of experiences. This study has shown that the military crisis management mechanism, like many other enterprises’, often put most of its efforts on damage control. It often fails and lacks of the crisis warning and the formulation of the knowledge drawed from the past experiences. This study is to combine some of the crisis management models to set up a crisis management mechanism that could be conformed to the military environment. It would provide the military better performance in decisions making, responding, and handling if crises arise.
