However, if the organization ignores the need of development itself; moreover, the limited information and subject factors often make decision much hard. Therefore, our research proposes an ontology-based information strategy measurement model to provide organization make right decision based on the quantitative data and heuristic suggestion. In this paper, there are three major contributions: 1. We divide the knowledge of IT strategy into three independent parts, including "Domain", "Task" and "Problem-solving method", and the use Ontology to express the meta-knowledge systematically to enable the knowledge displaceable, and finally integrate the relation of them to applying the knowledge of "Domain" into the "Problem-solving method" to resolve the "Task". It makes the Problem-solving method knowledge apply to different kinds of domain and accumulates the experience to solve more complicate problem. 2. Balance Scorecard (BSC) and Quality Function Deployment (QFD) are integrated to build "Object-Relation Matrix" for measuring the linkage of IT strategy and organization’s object. 3. We apply the pre-existing problem-solving method,"Propose and Revise", providing the organization heuristic suggestions to fix the IT strategy planning.
