Military tries to build a legal, transparent, fairly, and reasonable procurement environment, but the procurement amount is usually huge and the procurement case is classified. Because the military organization climate is not open, this research tries to know if the procurement environment will affect the three-procurement-stage activity and performance. We also collect the procurement activity supervising record and find some shortcomings make problems. How to improve efficiency is all military procurement personnel responsibility.
This research proposes five factors: 1.Military procurement environment, 2. Purchase planning, 3.Public bidding, 4.Contract performance, 5.Procurement performance and seven hypotheses. In our questionnaires, we targeted the personnel of Procurement Bureau, Ministry of National Defense Republic of China and Army, Navy, Air Force, Logistic headquarters. There are 300 copies of questionnaires are issued, where 269 copies are collected as valid. The statistical method used to analyze the data is regression to examine the theoretical model and real situation.
What we find in this research is as the following: Procurement environment and three-procurement-stage activity are positively related to procurement performance. Three-procurement-stage activity is positively related to procurement performance. The procurement personnel should improve the three-procurement-stage activity to achieve procurement mission.
