| Summary: | 碩士 === 國防醫學院 === 公共衛生學研究所 === 92 === In order to accelerate the development of medical informatics, the govern- ment have officially put national health insurance (NHI) IC card in practice on Jan.1, 2004. This event induced the public debate because of people medical privacy might be invaded.
In order to explore the relationship between the perception of NHI IC card and attitude toward medical privacy, 1,500 questionnaires were conducted to investigate the outpatients’ perception and attitude in one of medical centers in northern Taiwan before NHI IC card officially implemented. A summary of six findings are showed in the following :
1.The average score of perception is 14.81, the highest dimension is ease of use and its score is 4.32 ; the lowest dimension is content of IC card and its score is 3.18.
2.The average score of attitude is 12.78, the highest dimension is social privacy and its score is 4.34 ; the lowest dimension is informational privacy and its score is 4.10.
3.The respondents who have higher education, higher income, a formal job and had used NHI IC card with satisfied have better understanding about the NHI IC card and the average scores are above 15.11 points
4.The respondents who are female, aged, higher educated, higher income, house-wife and self-conscious not healthy would pay more attention to the medical privacy and the average scores are above 12.82 points
5.The higher scores about the perception of the ease of use and risk of NHI IC card would pay more attention to the medical privacy.
6. The higher scores about the perception of the content of NHI IC card would pay less attention to the medical privacy.
According to the study results, the author suggested that:
1.Enhance the publicity to the people who were male, lower educated, lower income and no formal job.
2.Improve the publicity about the content of NHI IC card.
3.It should ask the public first if the government want to add the content to the NHI IC card.
4.The government should formulate the HIPAA in Taiwan as soon as possible.
5.Enhance the medical personnel to emphasis on the patients’ medical privacy.
