And the Internet makes this service more convenience. The fast development of Internet brought new data activities. The new generation of service centers on Internet gradually. After years of evolution, current Internet uses Internet Protocol (IP) and divides into old IPv4 IP and the new IPv6 of new built Internet Protocol. No matter where you are and when you want, you can check any database which connecting to network all over the world by accessing into the network. Now the one that you have to consider is the efficiency. If querying information for getting a feedback needs to wait for a long time, even no response received, it must be that so many users want to access and use it, and the server & database is overloaded. So, it is necessary to own the ability of load-balance. General technology of load-balance is operated in application layer now, and it uses a front-end server to distribute loading. The defect is that, if the server is overloaded, it might cause unstability of system, even crash. If that so, the function of load-balance is useless. Currently, we move the function of load-balance from application layer to IP layer. The reason is that it can solve the problem listed above. We will use the characteristics of Anycast address in IPv6 and use fuzzy logic to design an active router which can receive loaded information and determine the server’s mechanism to solve the problem of load-balance.
