In Taiwan ,the system of government performance measurement have been performed for 50 years. But most people even governmental themselves do not think the system can absolutely present truly governmental performance. The purpose of this study try to build the performance measurements model of local governments in Taiwan. According the model, we can identify the reference index of area competition .And use Data Envelopment Analysis (DEA) to assess local government performance efficiency or not.
Study sample contain 21 local governments in Taiwan in 2002.This study on actual cases consists of 2 parts. Part 1 ,we used Delphi Method to choose the input and output index of local governmental performance. Part 2, we used DEA model to assess the efficiency index of local governments.
The results indicated that city governments level are more efficiency than county governments level . Because their input index (like budgets, lands and employee ) is less than county governments level .And it is difficult to find the local government which can balanced the performance of economic development and life quality . Finally, we find the western counties in Taiwan more emphasized in Industry ,and the eastern counties more emphasized in Tourism.
