Firstly, based on the upper echelons theory, we would like to investigate the influence of CEO’s characteristics on product innovation. Secondly, we try to establish a linkage between the firm resources and level of product innovations according to the resource-based theory. Furthermore, facing with the dynamic and changeable environment, enterprises should take the environment uncertainty factors into decision making. Different from the previous studies of top management focusing on larger firms, this research put emphasis on SMEs and top manager personality. The sample includes 500 SMEs in Taiwan, and the questionnaire method is conducted in this study. 121 valid responses are received for data analysis. The empirical result indicates the age of CEO correlates negatively with the product innovation, and the categories of their functional background affect the degree of product innovations. On the other hand, we find out when the firms own more resources such as R&D, finance and tangible resources, they would have higher capabilities in innovation. Besides, the industrial environment uncertainty is not a moderate factor between CEO’s characteristics and product innovation. However, it directly correlates with product innovation according to data analysis.
