Due to reduction of financial aids from the Department of Education year by year, college and university authorities are expecting to improve facilities in campuses by private participation and investment using the Build-Operate-Transfer (BOT) method. The one of most important causes for private sectors to successfully perform a BOT project in a college campus is a well-prepared preliminary feasibility study where financial feasibility is critical. This research was to develop proper processes for campus BOT projects in public colleges and universities by using case-study integrating with the financial feasibility model published by the Public Construction Commission, Executive Yuan of R.O.C. To evaluate the developed processes of campus BOT projects in this study, two ongoing campus BOT projects, Innovation & Incubating Center and Scholar Dormitory, in National Central University were utilized. The results were presented and concluded in the end of this paper.
