Therefore, there are two choices for business in Taiwan to solve this crisis: strengthening the ability research and development for critical technology, or integrating the technology of various businesses in order to offer systematic products instead of components. According to point of latter suggestion, this thesis provides the solution project by horizontal integrating the industrial technology of business to create the whole research and development ability and vertical linking the resources of business to construct the whole supplying system of chain. In order to accomplish the aspiration, we will build the Business Research and Development Alliance (BRDA), develop the working mechanism, integrate industrial technology of various businesses to develop competitive systematic product together, and increase the effectiveness of business through the method of systems engineering. To get into the stage of value creating, the members of the BRDA have to invest and conduct a company-typed System Design House (SDH) and broaden the utilization spectrum of Alliance through the development of systematic products and conducting of integrating ability. This thesis also offers a virtual example of Machine Tools to discuss the procedure and role relationship of SDH and BRDA in developing the systematic products.
