In the post-September 11 era, apart from the existing national security policies, America has introduced a new homeland security policy to counter threats from terrorism. This new strategy has even went globally as to influence the international security environment. How do the ASEAN nations cope with this new situation? What role will it play in the international arena? These are questions that need to be addressed. The Bush administration has so far adopted a hard-line strategy of “making a preemptive strike” and “acting alone if necessary”. In the meantime, a series of anti-terrorism measures were put into enforcement, such as reinforcing anti-terrorism conviction and justification, revising related laws, restructuring military, intelligence and R&D departments in the federal or state government, organizing an international anti-terrorism alliance, establishing a nation-wide monitoring and early warning mechanism, strengthening the border defense and information security, cutting off financial support to the terrorist organizations and so forth. Thus, a global anti-terrorism alliance is coming into being and the United States is gaining new influence. Taiwan’s neighboring South East Asian region is of great geopolitical, economic and military importance to the Unite States and the world as well. Owing to its religious, racial and geographic complexity, the South East Asia has been deemed as a region faced with rampant terrorist activities, especially for countries like Indonesia, Philippines and Thailand. In the recently years, several terrorist bombings in the region have prompted leaders of South East Asian nations to take a serious stand to tackle these problems and join hands with the United States. Although different in stance, the South East Asian nations to a large extent follow America’s lead in fighting against terrorism. In line with the anti-terrorism alliance, these nations acquire military, economic, technologic, legal and intelligence assistance from the United States in order to achieve their own goals. Nevertheless, it is obvious that the United States is getting more and more influential over this region. Judging from the current situation, various kinds of terrorist activities haven’t been linked with terrorism by the global anti-terrorism campaign. It will be unlikely to root them out until the United States and the South East Asian nations come to consensus and define origins of terrorism.
