In the 1990s, this trend has affected many Asian countries, such as Japan, Mainland China, and Taiwan. After the mid-1990s, calls for university integration have appeared in the official papers in Taiwan; reform of higher education has also been initiated by the government in Mainland China in the last decade. The patterns of higher education reform adopted in Mainland China include joint development (gongjian), restructuring (tiaocheng), cooperation (hezuo), and merger (hebing). The main concern of this study is the merger of universities in Mainland China and Taiwan. The research methods used in this study include: document analysis, historical research, field interview, and comparative study. The samples chosen in this study for field interview and comparison are Chiayi University in Taiwan, and Zhejiang University in Mainland China. The main purposes of this study are as follows. A. To understand the historical background of higher education reform in Taiwan and Mainland China, especially focusing on those related to the merger of universities in both societies. B. To analyze the reasons, procedure, implementation and patterns of the merger in Chiayi University and Zhejiang University, respectively. C. To understand problems faced by Chiayi University and Zhejiang University, while proceeding their merger, respectively, and the strategies they adopted in tackling those problems. D. To explore the effects of the merger on Chiayi University and Zhejiang University, respectively, and to find out problems they are facing after merger. E. To propose suggestions as references to the decision making related to the merger of universities in the future. This thesis is divided into six chapters. First, it starts with an introduction, explaining the motives, purposes, methods, and procedure of this research. Next, a brief review of literature is given in the second chapter. The third and the forth chapters are mainly the analysis of the merger of Chiayi university and Zhejiang University, respectively. After comparing the similarities and differences of the merger experiences between the two universities in the fifth chapter, conclusions, as well as suggestions, are then presented in the final chapter.
