In order to achieve these purposes, literature analysis and simple comparative method are adopted in this study. After studying, the conclusions are draw as follows: 1.The methods of evaluation must match the purpose of evaluation. 2.The items of evaluation should be clear and definite. 3.To value the influence of merit pay program. 4.The equity and justice principles of evaluation are be queried. 5.Rewards can’t motivate teachers otherwise sanction lead to a negative effect. 6.Merit pay program must considerate the government finance. 7.School-Based Performance Award can solve competition problems. 8.School report card is a proper communicative tool between school and parents. 9.A supervisal institution is a helpful way to command the practical situation of merit pay program. According to the research and the conclusion, the suggestions are as follows: 1.To modify the method of evaluation to suit to the purpose of evaluation. 2.Setting up a multiple and specific evaluative system. 3.To estimate the influence of merit pay program. 4.Considering the government finance and assessing teacher’s attitude. 5.Encouraging School-Based Performance Award. 6.Setting up the institute to monitor merit pay system.
