It employs the theories of elitism to explore the main questions about the transition to democracy from authoritarianism in the process of political development in Taiwan. Political reforms in Taiwan can be divided into three periods: before 1988, 1988-2000 and 2000-2003. The interactions between power elites had deeply affected Taiwan's political and economic development, included national integration ideological legitimacy, political participation and institution-building. In conclusion, the major factors that affected the political stability during the period of authoritarianism were crisis consciousness of power elites and political consensus for development.
