| Summary: | 碩士 === 國立成功大學 === 都市計劃學系碩博士班 === 92 === An urban urgent refuge site is a base of people when disasters occur. But in Taiwan, the refuge system for urban urgent disaster prevention and rescue is just being developed, especially in an old urban area. Meanwhile, the locatable standard of urgent refuge sites in relation to domestic laws is only directed to the amount and scale of sites.
Therefore, a case study of Chiayi city is chosen for this research and empirical urgent refuge sites in existence are analyzed by the following steps:
First, use MCLP (Maximal-Covering Location Problem) to explore the best location of urban urgent refuge sites in this case study.
Second, establish a space database of urgent refuge sites.
Third, use GIS (Geography Information System) to display and analyze the location.
Fourth, simulate and analyze the best location of the refuge sites with mapping.
According to this study, we can understand although the demand of the present refuge could be satisfied, and conformed to the real urgent refuge behavior, the lack of different levels of urgent refuge sites would not satisfy the demand of all people actually.
