Summary:碩士 === 國立成功大學 === 建築學系專班 === 92 ===   The urban park of Taiwan usually can’t obtain enough developments and perfect managements because the governmental finance is gradually difficult, it result in a city can’t show a good image of environmental quality when the city step towards internationalization. In late years, the government is more active to recommend for the mature of privatization system, cause the investor focus on making a profit, whether it can be made uses of park land or not, and if it can keep the public property of park and look after the demand of local resident indeed. These are worth to research. In accordance with feasible studies of privatization system, the research is aimed at markets, legislation, financial affairs, and land obtainments, use the whole urban parks of Kaohsiung city to study the feasibility of public-private partnership. The conclusion of this research: 1. The city planning parks must have obvious differences in scope of the area, and each of them should provide for functions of landscape, pleasure, ecological environment, and preparedness against natural calamities, etc. 2. In developed countries such as America and Japan, urban parks are usually developed by government and have keen sense of responsibility by a non-profit organization. Private parks manage on income of entrance tickets; some of them are free of tax or obtain subsidies from government as reward. Taiwan is active to recommend for the mature of privatization system, reality give place to trust development and keep the running of park by civil without profit, comparatively, less involve obtaining land than other issues. After simulate some case of Kaohsiung city parks, the research deem that urban parks give service to the communities nearby, the limitary income can’t support the cost of land obtainment. 3. Investors can’t solve the problem of land obtainment. The government should operate in coordination with the related law be amended and alter the procedure of city zoning ordinance. The research offer of some concrete programs, like “reduce half of levy land” in chapter six. 4. The mature of privatization system could offer the right money and rental of lands; it should be used to establish “park development fund”. The fund would pay the whole Kaohsiung city parks for keeping in good landscape;non-profit organization which was established by the government would lead the urban parks to renew and develop. Expect the system would reach the goal of sustainable management.
