Since our country and the European Union held a consultative meeting in December 1981 in London for the first time, fifteen meets have been held so far. All these years, the overall ambience of meetings is cordial; each party discusses concerned issues such as Tariff reduction and non-tariff barrier and further discusses how to foster economical
and technological cooperation with the European Union. Since our country does not develop diplomatic relationship with members of the European Union, such a consultative meeting not only improves economical relationship between Taiwan and EU, but also is the most essential official communicative approach. In addition, establishment of the EU Trade and Economic Office in Taipei in July 2003 implies that the EU regards for our country and that we have a close trade relationship.
This thesis investigates economic and trade consultative meetings to have a better understanding of previous consultative meetings between Taiwan and the EU; furthermore, this research observes whether bilateral trade motivates establishment and improvement of consultative mechanism between our country and the EU, and whether the economical mechanism will have a spillover into economical and diplomatic relationship between Taiwan and the EU according to the neo-functionalism. However, it’s highly challenging for the economic relationship between Taiwan and the EU to develop into a diplomatic relationship. Despite the EU fosters economic and cultural relationship with Taiwan, it prohibit development of political relationship.
Yours truly investigates and finds that since Taiwan joins the WTO, the EU has changed its imposition of “voluntary trade policy” on Taiwan. In terms of trade between Taiwan and the EU, Taiwan should develop all level communication and contact with the EU. Not to mention, since Taiwan joins the WTO, Taiwan has had the opportunity of developing trade and economic minister-level communication with the EU. The annual trade and economic minister-level meeting is an attempt to foster trade and economic relationship between Taiwan and the EU. This thesis is the first overall and systematic research on development of consultative mechanism of Taiwan and the EU since the EU establishes forty odd years ago. It is believed that it will encourage more people’s interest and motivate further researches.
