Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 92 === Official correspondence is the major tool and channel that government agencies use to handle official business internally and externally, to communicate and to express opinion. With the uninterrupted innovation and growth of information technology, and for elevation of government competitiveness, official correspondence of government agencies is bound to improve with the passing of time, as it must meet the needs of times to coordinate with the development of science and technology, using new thinking, method and tool to promote improvement in order to meet the trend of times and the expectation of the general public.
Since 1993 when the Regulations Governing the Forms of Official Correspondence were revised, it has been 11 years that electronicalized official correspondence was given the legal basis for promotion. This study starts from the electronic government, leading to the development of electronicalized official correspondence and, in conjunction with inquiries into related documents and interviews with promoters that plan the electronicalized official correspondence and collection and analysis of secondary information, discovers the following findings:
1. The policy and positioning of electornicalized official correspondence has been diverted from the direction of “overall planning and separate establishment” to “overall planning, and partial integration and establishment.” In addition, electronic exchange scope of official correspondence has been expanded from the public sector to the private sector.
2. The legal standards of electronicalized official correspondence has moved toward planning of exclusive legislation and expansion of application as a result of response to adjustment of policy and positioning.
3. In response to the trend of “single window” and “single government”, business tends to integrate with official correspondence system.
4. Promotion of electronicalized official correspondence at the Taipei City Government has achieved some results, but the efficiency in some department has failed to appear.
5. There remains breakthrough for the efficiency and promotion of Class III electronic official correspondence and the online presentation and approval of official correspondence.
6. Until the time of writing, the influence of promotion of the electronicalized official correspondence at Taipei City Government remains at the entry level and mid-level personnel.
7. Due to simplification of the promotional organization for electronicalized official correspondence, the policy tends to be less clear.
To meet the development of the study, this study proposes the following recommendations:
1. To rethink the interactivity between the city government and the central government and establish a cooperation mechanism and partnership relation.
2. To respond to the development of legislation of electronicalized official correspondence, redefine the development direction of the city government’s development direction of electronicalized official correspondence.
3. To plan combination of business and official correspondence system on an overall scale.
4. To establish a diversified index of the electronicalized official correspondence.
5. To review and promote Class III electronic correspondence (publication in electronic publication board) and online presentation and approval.
6. To enhance the decision-making mechanism of the electronicalized official correspondence policy the city government promotes.
