There are many qualitative studies for the vocational training, but rarely have there been a quantitative analysis. This study explores the vocational training courses of private institutions by using both Loglinear Model and Grey Relational Analysis to help building better training programs. The vocational training data for the unemployed was taken by the Labor and Human Resources Bureau of the Taoyuan Prefecture Government in 2003. According to the Loglinear Model, more students who live in the north of Taoyuan area rated themselves as being more proficient than those who live in the south. More women who attend the agricultural and the technical courses gave a self-assessment signifying greater economic value than those who take the computer and the service courses. In a related study, the Grey Relational Analysis uses five evaluation indexes, which are the following: course score; advantage score; agreement score; self evaluation and employment rate, to compare all courses. The top three scoring courses are Chinese chef, steel fabrication and pickled food training. In the opinion of students, two main reasons of unemployment are age restrictions and lack of skills. Such results motivate unemployed citizens to join training institutes, and to choose training courses in accordance to the demand of the employment market. Their final goal is apply the learned skills to the workplace.
