In view of the different duties for their works, it causes a lot of arguments for investigation, judiciary, news, and laws. No matter newspaper, TV, radio, and any other mass communications media, as a result of the fierce competition, journalists do everything to break throw the barrier of “Investigation should not be public.” What journalists did makes several differences in their cognitions and it is worthwhile examining the subject more closely. With the study of experimentation and theories, this research expects to find out the different cognitions, set permissible rules s, and get a mutually rewarding. The purposes of present study are as follows: I. Understand the difference in interaction between inspectors and journalists. II. Understand the difference in cognition between inspectors and journalists. III. Understand the concrete objects of dealing with the judicial case news for inspectors and journalists. IV. Bring up comely rules and cognition for inspectors and journalists through collecting the regulation and explanation of judicial case. V. Explore the factors that cause inspectors and journalists different cognition and take it as a reference basis to improve their action in the future. In order to look after the quality in facts and figures, this research takes the numbers with quantitative questionnaire method as a narrative basis of related conditions; in addition, it helps with the interviews of thirteen senior presses with full experiences. It also prepares for “A framework to influence inspectors and journalists in cognition comparison and deviation of the Investigation should not be public”, including personal-character, experience, demand, and cognition of “Investigation should not be public”, to design questionnaires. The result shows that the deviation in cognitions and it can infer by induction as follows: I. Journalists have obvious deviation for the attitude in different case as a report, and always entertain lower evaluation in limiting their freedom to gather news; however, they assent to limit the report before finishing the investigation. It shows journalists focus on the social duty as a mess communications media. II. For inspectors, they emphasize ethics of work much and are careful of doing with duty and discipline, and they also need journalists to help making good use of the news without rewards or promotion; however, they still wonder if journalists can obey the rules or not. III. Generally thinking, inspectors attend to approve of “Investigation should not be public”, but some of the items get obvious deviation in cognition in their inner parts and this result shows not all rules are acceptable to inspectors or are rejected from journalists. This research shows the complete description for high sensitive journalists in their work, attitude, demand, and experience and analyzes journalists in different fields carefully by studying basic units. The contributions and values of this research are to present the interactions and demands between journalists and inspectors and to understand the influences on “Investigation should not be public” with their contact experiences.
