Although the numbers of the internet user increase exponentially and dependence on the network soars constantly, the needs of the general public ironically have been not taken into consideration for constructing e-government. To some extent, e-government is constructed on the basis of the governmental objectives, rather than from the perspective of the users. The objective of this thesis is to examine how different in perception of e-government between the people and the governments. Executing with an E-Government Readiness Assessment Survey of United Nations Department of Economic and Social Affairs (UNDESA), the study tends to find if there is any differences between government and the general public. Some research findings are as following: 1. Although the internet is a widely accepted communication channel in Taiwan, what the people feel is quietly different from that of the government. The differences in perception could be found on the issues of the effectiveness of e-government, the collaboration and cooperation among governments, and bridging the digital divide. 2. Regarding with whether e-government is capable to improve public health, education, and to increase policy responsiveness, the public has a significantly disagreement with the governmental officials. 3. The public are looking forward having much more transparency and security via the web services of e-government. On contrast, the government are endeavoring the completion of linkages among governmental websites. The study signifies a suggestion in which constructing e-government is the same to constructing a service for the general public.
