The goal of this research is to approach how the Social Welfare Department can raise its competitiveness from a theoretical and practical perspective. The paper’s main goals are as follows: 1. To explore the Social Welfare Departments of local governments’ use of benchmarking methods as a framework for a competitiveness model. 2. Compare the index of the competitiveness of the administrative departments of various countries local governments. 3. Attempt to construct a classification structure to raise the competitiveness of Taiwan’s Social Welfare Departments and supply this as a future consideration for practical use. Due to the complexity of the competitiveness of local governments and the inability of partial indexes to be quantitatively analyzed, this research employs the following methods of research to establish an index of the competitiveness of local government’s Social Welfare Departments: document analysis, comparative analysis, and in-depth interviewing methods. In addition, Reinventing Government, Benchmark Studies, and Intergovernmental Relations are the analytical tools of this research’s theoretical basis. The data herein is a collection of foreign and domestic books, theses, reports, publications, government publications, Internet data, and data from interviews regarding the competitiveness of local governments’ Social Welfare Departments. This research carries out its investigation via British, American, and Japanese experience in reinventing government. Using empirical analysis, this paper makes an assessment of the achievements of local governments Social Welfare Departments, takes initial steps in establishing an index of their competitive ability and makes relevant suggestions. Ideally, Taiwan’s local governments can consider this research for practical use. Key Words: Reinventing Government , Local Government , Intergovernmental Relations , Benchmarking , Competitiveness
