In electronic commerce, we need a kind of new payment tool that can be used on Internet directly. The new payment tool is the electronic payment tool. The most important thing in payment tool is security. The critical factors of security of electronic payment are technology, management and laws. This study focuses on laws about electronic payment tools. We use document analysis method and comparative method to collect related laws of other countries including Korea, Japan, U.S.A, Germany, Canada, Singapore, or international organizations including United Nation, and European Union. And find out trend of laws they revise. We compare our laws with those, and find faults in our laws. We find out problems of electronic payment tools in future, and try to solve with laws. This paper refers offshore laws and tries to give some advices to our laws. Problems in payment of electronic commerce can be avoided.
