This data used in this study was collected by document analysis, survey through questionnaires and interview. And want to understand the design of the curriculum and activity through the module, it is personal on various behaviors and the ability produce of the change and influence, particularly studies improve the problem solution ability. In the research technique, first through the document to analyze the first and second session of in-service students’ the background, study diary, videotape of class and starting feedback questionnaire etc. Then, according to main concept construction to design questionnaire and to analyze the curriculum of module affected them in their behavior and the changing ability as well as application condition in the work site; Finally, eight learners were collected to interview, by thoroughly understanding them after finishing two years curriculum of the graduate school, what the affluent growth and changes, as well as how to carry out the problem-solving solution ability in the work. The conclusions of this research are: First, the observation module curriculum emphasized the aspect of: (1) to emphasize the ability of stuedents’ introspection (2) to emphasize student's problem solution ability (3) adopt the integration design of module curriculum (4) to emphasize import of the team cooperation (5) adopt the dynamic and authentic situation assessment of in learning evaluation way (6) the classroom study not only depends on stands on the platform "professor", but is study own with coadjutant that provide direction each other cooperation. Second, after educational leaders study the module curriculum, the change of behavior and ability aspect: (1) "before not to enter the graduate school " the background experience have the difference of 93 and 94 level’s in-service students (2) two sessions of in-service students have the difference of " before not to enter the graduate school " and "the present condition" (3) two sessions of in-service students have the most growth scope of changing in " module five: The study integration, the application and personally thinks debates " (4) to compare two sessions of in-service students " before not to enter the graduate school "and "the present condition" of each module topic item . According to the result of study propose the concrete suggestion for educational administration and course design for developing educational leaders were made.
