As the current literature on servant leadership was filled with anecdotal evidence, empirical research was critically needed to test and validate these various questions and to create further predictions and hypotheses in order to fully develop the concept and construct of servant leadership. The purpose of this study was to go through systematic index structure to build up a set of standards adaptable to our nation’s Servant Leadership Evaluation Index of Educational leaders. To reach this purpose, this study first examined the philosophical foundation of servant leadership by extracting several value-laden principles drawn from bibliographic reviews such as Greenleaf’s and Jesus Christ’s delineation of the concept. Through analyzing and inducing the bibliography on the various indexes, “the Observation Evaluation Index of Educational Servant Leaders” were set up. Based on the abstract index questionnaire, this study asked opinions and ideas on the degree of importance of “the Observation Evaluation Index of Educational Servant Leaders” from experts and specialists, and gradually seeked a common consensus through the implementation process of Delphi technique. The members of Delphi technique committee were composed of 15 people, including the following three groups of staff: five education scholars, four high school principals, and six teachers who cared for servant leadership. Through three survey of Delphi Technique and the final focus group meeting, this study had two pro-test and finally built up a set of “the Observation Evaluation Index of Educational Servant Leaders”. It was divided into four dimensions: listening, stewardship, persuading, building community-totally 42 item indexes. Based on the above research, this study planed to make the following recommendations: 1. Recommendation to education administration organization: a. Advertising the concept of “leading by serving”, holding servant-leadership seminar, and printing servant-leadership manual to use as reference for principals. b. Use “the Observation Evaluation Index of Educational Servant Leaders” as an important training and counseling reference. 2. Recommendation to primary school principals: a. Use “the Observation Evaluation Index of Educational Servant Leaders” to improve the organization atmosphere, to build educational community, and to lead school development. b. To motivate people’s potential, to better development, and to deepen the inner value and calling of educators by servant-leadership. 3. Recommendation to the further studies: made in continuation. a. To enlarge the sample to get better outcome. b. To examine the adaptability of the Index through practical research. c. To develop “Self- Evaluation Index of Educational Servant Leaders”.
