The study also tried to find the factors affected the organizational commitment and OCB of the substituted soldiers in the educational organizations. To accomplish these objective, the present study had adopted the method of the questionnaire survey. The population of the study included substituted soldiers who assigned to the educational organizations in Taiwan. The total of the population was 3,137 randomly selected 790 participants to be the sample of the study. The total usable number of questionnaires returned was 605 with a return rate of 76.6%. The analyzable data was 75%. As the result of data analysis some significant findings were obtained. Degree of the education, professional background, the degree of the participants attended the training in the organization and their expectations for their work were significantly affected the organizational commitment of the substituted soldiers. The following factors significantly affected OCB of the substituted soldiers, degree of the education, professional background, assigned work, and their work expectations. The following environmental factors of the organization were found to significantly affect organizational commitment and OCB, the degree of control from the different administration offices, the educational organization, the amount of training program provided, and work expectations for the substituted soldiers. According to the research results, the study suggests the selection of the substituted soldiers needs to consider the degree of education and the professional background. When assigning work to the soldiers, the educational administration related work need to be taken into consideration. Encouraging substituted soldiers to attending training offered by the educational organization they served. Heighten the work expectations of the substituted soldiers. Additional suggestions for the administration offices, increasing the control of the soldiers, providing more training for them, and increase the organization expectations for the soldiers.
