Summary: | 碩士 === 輔仁大學 === 管理學研究所 === 92 === According to the official statements from “Ministry of Economic Affairs, R.O.C.” that the booming of e-Learning industry in Taiwan is already achieved NTD 1 billion in 2003. Owing to Taiwan government continually promoting and rewarding domestic enterprises of introducing e-Learning facilities to enhance employee’s training performance efficiently and effectively, the annual volume of e-Learning industry in 2004 will grow doubly up to NTD 3 billion, quoted by official forecast. The purpose of enterprise e-Learning facilities development is to improve training performance by means of networking-based information technology utilization. The very development process and outcome are typical organizational changes in view of enterprise training enforcement. TOC (Theory of Constraints), a change-focused and constraint-resolving methodology, starts from asking three typical change-oriented questions: “What to change?”, ”To what to change?” and “How to cause the change?” is defined to find out critical issues of changes deployment, and then through the TP (Thinking Process) six logic tree tools (i.e. current reality tree, evaporating cloud, future reality tree, negative branch, prerequisite tree and transition tree) to analyze the constraints step by step and come out an feasible action plan of target system. The purpose of this study is first using TP tools to analyze the improving process in resolving constrained issues in domestic enterprise e-Learning facilities, secondly to identify and construct a positive cyclic TP-based system-constraints improving model. This study adopts case study method as well as interview method, and conducts interviews with semi-structured approach. This study also utilizes the interview outcomes as TP tools analysis input, and concludes the analysis results as output. The expectation of this study is hoping the conclusions and output model can provide guidelines to support enterprises to realize their inherent or emerging constraints while (or before) they perform the improving action plan in e-Learning facilities. Therefore the improving process can be more efficient and effectively to leverage the change management in organizational learning and training changes.
