The methodology in this study includes participants interview and questionnaire survey. It’s between February 26th and March 30th in 2003. According to the analysis of the questionnaire, the following results are derived: 1. Few members (17.05%) are un-users, the unused reason is that the students are unfamiliar with government information and regard its little value in their field of research. However, most of them use the information once several weeks average. What they need is for their thesis, courses, and requests from the professors. 2. Research institution’s information is been heavy used. Other kinds of governmental departments and orders of the utility rate are central government, local government, governmental operated company. One different result is that central governmental information is most used for having government projects. 3. Major categories of governmental information are used by students as following : journal, research project, book, data and statistics, image and map, and law and decree. The results show that electronic media are more applied than paper publications. 4. Electronic and paper collections of National Central University’s library are most important access for students to acquire government information. The others are government website and internet resources, interpersonal networks inside college play the one of important role. 5. More than 80% students have some problems which include information freedom, electronic content provided, easy to access or not, retrieval function and the fee. According to the result, here are some recommendations: first, all related governmental departments should accelerate the law of public information, improve the quality of websites, open their information, and carry the law into effect. Second, National Center University should evaluate the position of the governmental information collections, provide services for users, and strengthen librarians’ literacy of all kinds of governmental information, so that the librarians can do more and promote the growth of the library.
