| Summary: | 碩士 === 佛光人文社會學院 === 政治學研究所 === 92 === In the past, the tense between local government and council had become more and more seriously because of parties、unbalanced benefit distributions、pan-ideologies. The author is trying to find out what factors will cause the conflict between local government and council. Do these factors change along with different government-council structure? With these factors can we set up different government-council conflict models?
According to the author’s research（use questionary to build）, which found out two models about government-council conflict models. As we known, Taipei is the capital of Taiwan so that it can catch every media and politicians’ focus easily, and “political interests” is its main political request. We can say that party、pan-ideology、and political personality are the main reasons to lead Taipei’s government-council conflict, which is defined as “Power Conflict Model”
On the contrary, Kaohsiung city’s main political request is “economic interests”, due to this reason we can call it as “Interests Conflict Model” the author would like to apply these two models to build a general principle explaining different government-council structure will have different conflict models.
