There are five chapters in this thesis. In chapter one, we introduce testing characteristic: validity, reliability and some hypothesis of this research. Chapter two gives some concepts of probability density function, expected value, variance and standard derivation. Through these concepts, we could derive the performance indication in next chapter. According to three main goals and some proposition principles, we construct testing questions in chapter three. Also, we establish performance indication and two-way specification tables; therefore we could build up the item bank, testing papers and solutions. Based on the validity, reliability and index of discrimination, we analyze the data from those students who participate in the test to see if the index of performance fair or not.
