Recently, the rapid development of higher education has raised many issues, such as the over supply of higer education market , dispute over the selection of principals of public universities, the uncontrolled budget and payment and the shortage in teaching hours. The government has emphasized that poorly operated university should be out of the market through withdrawal mechanism. The full operation of market mechanism needs information transparency which is gaining a lot of attention for non-profit-seeking enterprises. However, systematic research in this area is rare.
This study uses ANOVA analysis of variances to investigate information expose degree, difference of operation performance, and relationship between information transparency and operation performance on the different type university.
The research findings are as follows：
1.The operation performance index had significant difference including doctor ratio of full-time teacher, research output of teacher, self-financing expense index, unit cost of teacher and worker, ratio of administer and student, computerize times /student/year on the different type university. The complex operation performance showed no significant difference on the different type university.
2. The information transparency showed no significant difference on the different type university including guideline of correlated law, prescription, financial clearness, Internet information expose, and complex information transparency.
3. The information transparency degree no significant difference as compared with operation performance of university.
The research results suggest the government should：
1. Establish comprehensive university affairs evaluation mechanism.
2. Make the correlation of financial statement account and financial self-control clear. The contents of financial statement ought to feasible expression and complete appearance complex transparency performance of college.
3. Give national university has privilege of self-management and financial self-control; the same time direction mechanism gave and controls the bounden duty. Building the balance of 『privilege』 and 『duty』to form a higher effective operative mechanism.
4. Formute a complete law of information transparency, building supervision and sanction system, and law compliance follow-up.
5. Urge national universities to provide more improved Internet information to reduce information asymmetry.
