In recent years, owing to times changes, social structure transition and the development of information technology with each passing day, the criminal behaviors renew continuously, and the police departments have more responsibilities to maintain public security relatively. In the meantime, the populace require the police officers to take substantial and initiative actions to reach effects against crime, besides, they require the police officers to improve the whole service qualities persistently while carrying out the duties. Thus, the fixed policing actions are not able to cope with the current social changes obviously, and the traditional police duty models and equipments are not able to meet the needs of keeping public security at present, either. As a result, the difficulties of maintaining public security come up again and again. From 1999, the Taichung County Police Bureau（T.C.P.B）has adopted business operating models－brand new thoughts for organization working, duty dispatch & management, and brought ″modern technological information equipments & concepts″ into police duties to promote ″community-policing technology″ in order to confront the diverse society.
This study is aimed at the systems of the ″community-policing technology″, which T.C.P.B executes presently, including ″ADSL network system″, ″policing-information transparency system″, ″public & traffic security spot chat″, ″installing video cameras in patrol cars″ ,″ANI, ALI（revelation of incoming telegram number & address）110 reporting system″, ″monitoring information for duty dispatch system″, ″locating police car & duty command system″, ″stolen-car identification system″ and ″special police forces－mobile police stations″ and make evaluation on the systems, then examine the implementing results individually. The results show that after the bureau initiating and adopting community-policing technology systems, the systems has made great benefits and reached substantial effects on improving the public security & traffic safety. Besides, by utilizing part of the systems of the community-policing technology, the bureau assisted the DengShir town, Taichung county to acquire the authentication of ″International Community Security″.The bureau’s promotion on these technology systems also obtained the award of Ministry of Interior Services Quality Improvement Performance Awards and was recommended to participate in the exhibition before the presidential office to promote community-policing technology. As a successful example to be appreciated and learned by other police bureaus, the T.C.P.B is promoting the technology systems to the police departments nationwide now. Meanwhile, the bureau is utilizing marketing skills of modern enterprise to make publicity initiatively so as to let people better understand the importance of modern policing technology and boost the people’s satisfaction at the police officers’ services.
Finally, according to the evaluation, there are nine suggestions to be presented as follows:
I、Strengthen the publicity and marketing on performance of promoting policing technology.
II、Strengthen the service of mobile police station and offer umbrellas and chairs while serving.
III、Strengthen the function of "monitoring information for duty dispatch system" with the fusion of "stolen-car identification system" for better identifying ability.
IV、Suggest to install intellectual technology in systems to strengthen the efficiency and reduce the waste of police forces.
V、File the application of invention patent for the invented technology immediately.
VI、The initiatives of installing video cameras in patrol cars and at fixed positions to monitor the current situation of specific events or to acquire security-related information of specific spots should be with legitimacy.
VII、Take precautions for the utilization of policing technology and information.
VIII、Initiate negotiations with Chunghwa Telecom Co., Ltd and other telecom agencies for cooperation and bi-beneficial affairs.
IX、Address my appeal to central government and police administration to pay attention to the importance of policing technology and promote it immediately.
