The limitation and uncertainty of water resources are the main causes that will determine the development of our society and economy. In order to reach the goals of economy development and environment protection, the government should pay more attention to the variety of the cost and the facilitation of protection of water resources, so as to pursue sustainable utility of water resources conservation. Based on the Green Accounting, this research aims to tell the differences between the cost of developing a reservoir and a water desalination plant on both developed and developing projects. It provides valuable information about the cost of water resources and the eveloping trend to the related authorities Here are 3 main conclusions: 1. In Taiwan, the Green cost of building a reservoir is 16% and above of the overall construction cost. However, it is only 0.2% for building a water desalination plant. If we add in the operation cost, the ratio will raise to 13% and above. 2. The cost of water supplement with a traditional reservoir keeps risinging up while the cost with a water desalination plant is dropping. And the cost to develop a traditional reservoir including the Green Cost will be much higher than to develop a water desalination plant by the year of 2009. In despite of the Green cost, the developing cost in reservoir itself will also be higher than the cost in water desalination plant by 2110. 3. The Green Cost of a reservoir development is higher than The Green Cost of a water desalination plant, and the difference of Green Cost between both facilities is increasing gradually year after year. none 沈維民 2004 學位論文 ; thesis 127 zh-TW
