As a result, it is believed that nonprofit organizations are better qualified to participate in public-related development that private entities. Furthermore, park development is more demanded among items of urban development. It is therefore interesting to explore whether nonprofit organizations did actually perform better in this category. Taiwan’s unique political and economic background had affected the development of NPO through stages of social changes. Park development and management is selected as the cases for a better understanding of how various NPOs actually got into the public domain and pursue the achievement of public interest under the constrains of private interest and bureaucracy. First, social movement and social changes did encourage the formation of NPOs in search of public interests in Taiwan. The mission statement of each NPO with social movement background is the driving force behind their transformation into action-oriented group as well as the tactics and role of defined nature. Second, the reasons for involving in park development include partnership with the government, protecting the dissolving of organizational goal, and staging in line with current events. NPOs’ engagement in park development is under the flagship of governmental fairness in meeting fundamental needs. The function of NPOs is production collaboration or extra services for the advancement of citizen’s right of public interest under the principle of efficiency. The role of NPOs is as service providers, value maintainers, and partnership mediators. In the area of park development, NPOs can reinforce their clients’ recognition and partnering government’s contract for the sustainability of park management toward of the goal of equity and efficiency. Therefore, customers, NPOs, and the government working in full communication and interaction is the best cooperative model in the development of parks. Finally, seeing the trend of Taiwan’s urbanization patterns, it is advised that more research is needed regarding NPOs’ engagement in urban development. The positive impacts that NPOs can contribute toward need more exploration.
