The innovation of science and technology becomes the origin of the industry's competitive advantages. It has been a critical trend to develop new technology or new products together through the alliance strategy. Therefore, Taiwan government encourages the manufacturer to form R&D consortia in order to promote technology cooperation and foster the whole industry's competitiveness. Most studies of R&D alliance are about the performance issue using quantitative methodology. There are not much articles focus on the development and management of R&D alliance, especially for the large consortia formed by the horizontal competitors in the same industry. This research explores the formation and operation of R&D consortia in Taiwan’s LCD industry via the case study regarding the Taiwan TFT-LCD Association R&D consortium. We had interviewed 7 members of the consortium and analyzed deeply to understand the development stages and critical factors of its success. This study presents the following findings: (1) The driving force of manufacturers’ business investments and their motivations to join the R&D consortium are different but relative. (2) Industry development's characteristics and the timing to form the consortium will influence the successful establishment of the consortium. (3) Conducting basic researches, which are far away from commercialization, is more appropriate for horizontal R&D consortia than the applied research topics. (4) The participation of the top managers from the member-firms’ R&D departments will be helpful to the communication and the consensus. (5) The government and the research institution play the key roles in forming the R&D consortia.
