The foundation of which is to have precise objective, and the working must be practical. The Book of History once mentioned: “The people are the foundation of the nation. If the foundation is sturdy, the nation will be stable”. That is why the administration policies of the government shall follow people’s desire. Accordingly, developing government public relations should start from establishing excellent relationships with people. The so-called “it shall pacify the domestic affairs first before suppressing the turmoil abroad” has further proved that the interior relations is the source to establishing public relations. Therefore, if one wishes to strengthen up government public relations, it should start from inside the departments and the mutual interaction of people. The police department is one of the government organizations. It is a law enforcement agency that emphasizes on carrying out ethics and disciplines. The value inclination of the organization is often mission-oriented. Occasionally, law enforcement style and decision-making would be made with less humane consideration, which would result in the hard promotion of police public relations. In order to achieve the performance requirement and departmental goals or personal value system, the officers (supervisors) would strongly request their subordinates to achieve the working standard already set. Additionally, if the cognition of subordinates showed any difference, the relationship of the organization members will present an opposing situation. In the long run, it would cause aloof relations between the supervisor and the police or between the organization and its members. As for police-community relations, the police must interfere, ban, restrain, or even arrest those who breach the law based on duty. This gives some people negative impressions on the policemen, and makes it hard to maintain police-community relations. In order to correct such defects, this study has applied recorded document investigations, secondary data analysis and in-depth interviews, etc, to find out the problems that affect the interior of the police department and police-community relation. It has strategically used all kinds of effective actions to communicate the concepts among different ranks of the police department. To fill up the gaps between the officer and the subordinates, and to strengthen up the agglomeration inside the department, hoping to establish a mutual connected body of the police team. Based on the team cooperation, the police should work hard together to establish good mutual interaction with the people. Letting people understand and know more about the police, and to build up a good image in the heart of the people so as to win their trust and support. Further, to create a safe social environment together.
