Summary: | 碩士 === 逢甲大學 === 公共政策所 === 92 === The basic objectives of human resource management were to reach the best coordination and combination among members, work, organization, and the environment, and to maximize the function of the organization; human resource management searched for the balance between quantity and quality, small quantity may not be sufficient, yet large quantity with poor quality was not good, either; and in order to seek for the most suitable match between quality and quantity, the authorities must think and plan strategically. The study originated from the fact that, for five years in succession, from year 1996 to 2000, Taiwan Police College had not accepted new students who will latter become general administrative police officers. And the age structure of the police force had gotten higher yearly. The trend and influence of this aging phenomenon have involved the phase of problems in the mutual match between quality and quantity, and in order to solve these problems effectively, we should view in an overall scale upon the possibility of implementation both theoretically and practically, and to notice the trend, have the resources in the grasp , employ strategy, and make plans to meet and cope with problems step by step.
This study has tried to manipulate the model of age inference based on the theory of demography to analyze the status quo of age of the police by year, and to make predictive inference for the future age structure of the police force, then to combine the results and findings gained from the focus-group interviews which were conducted by a group of members who were endowed with practical experience and knowledge, and also from the personal interviews in depth to explore further into the phenomenon and influences of “the aging situation” of police force.
Synthesizing the theoretical and practical interviews, the study suggested the following strategy to help ease and solve the aging problems of the police force:
1、 The general strategy for management of police human resource
(1) Make “manpower” become the most important resource in the organization.
(2) Set “enhance working performance” and “achieve goals of the organization” as guidelines.
(3) Reinforce the motives of the self-learn spirit of the members in organization.
(4)Maintain human resource by applying diversified and effective encouraging methods and trainings.
(5) To appraise the training effect in diversify ways.
(6) To apply knowledge management and digital learning.
(7) To supply equipment, apparatus and promote detective technology.
2、The specific strategy for management of police human resource
(1) Upon the employment of manpower, “to establish an objective appraisal system to evaluate the demand of manpower, increase the amount of new employees, recruit new manpower adequately and timely; enhance the quality of the staff, and adopt suitable designs on manpower arrangements and employment so as to solve the aging problems thoroughly.”
(2) Upon the in-service training, “to help members maintain physical outfit, enhance their intelligence and ability, so as to cope with the aging tendency.”
<1> Producing high quality police force through professional trainings.
<2>To provide agilely and diversify training programs on the courses of knowledge and martial art.
<3> Reinforce information knowledge and promote digital learning.
<4>Establishing a full set of system, and provide incentives to encourage members to receive trainings.
<5>Grooming officers of each level with well-designed plans.
<6> Setting up a scientific and objective appraisal system on trainings.
(3) Upon the system of personnel system, “to reward the best and fire the bad, apply incentives on encouragement, fire and retirement measures all at the same time, so as to lessen the impact brought by the aging tendency of the police force.”
<1> Make an overall enhancement of the titles and ranks of the police officers, and pave the way for personnel promotion.
<2> Speed up dealing with bad and unsuitable members so as to reinforce human resource management.
<3> Establish a bonus system for retirement and resignation, encourage the aging manpower to retire or resign and ease the negative impact brought by the aging tendency.
