When considering the multiple attributes for location selection and the emergency and importance in establishing a multi-functional mortuary zone, ArcGis was used as the spatial analytic tool that helps to choose the candidates of engagement schemes for site selection from overlay data basis. The spatial enviromental information infrustructure was introduced to support and identify the appropriateness and objectiveness of alternatives for location selection. By reviewing the site selection of the act schemes, this research developed the evaluation criteria and assessment index. The expert questionnaire and AHP methodology were also applied to simplify and stratify the site-selection process. and constructed the relative weightings of each evaluation criterion. ELECTRE II proceeded to solve the problems of site selection for decision-makers by outranking the act schemes. Supported by a practical case, this research propose and develop a decision making model for site selection of a multi-functional mortuary zone. This model is intended to provide the advanced mortuary installment and high quality mortuary serving, and it tries to comply with the modern mortuary culture and the future aspiration for social cosmos.
