Therefore it could bring the potential into full play and create the best efficacy of job. The promotion of administration efficacy is the core value of government rebuilding. It was depended on the organized application with positive work of the encouragement factors and to increase government officials’ willing of service and intention for performing the creative ability. Among several encouragement factors, promotion and development was one of the most important items. This study was conducted to determine the several factors of encouragement on the government officials. How did we use the pro motion to increase working efficiency, willing and serve the people really to get centripetal force of them to show the government competition. Using documents research & issues investigation, this study was conducted on the search of promotion system of the government officials. Also, it was compared to the systems of USA, German, Japan, England and French, expected to gain some of inspiration. The results of this study have been discovered that there were some partial defects existed in the promotion system of government officials on designing and utilizing. After investigating and analyzing, the principles of internal promotion of higher position, qualified personnel circulation system for information, impartial promotion of higher position, decisions of group-mined of replacing for individuals, dividing the promotion of position reasonably between political migration officials and permanent civil officials and prohibition of non-contribution factors promotion of higher position are suggested to be improved. Also, to strengthen announce of the law and to improve the dissatisfaction of promotion system, the improvement of particular propose was offered to the personnel office for reference. Therefore it could achieve the promotion system earlier in accordance with principles of contribution. Key words : encouragement system , promotion
