Taiwan’s agricultural sector has seen unprecedented upheaval, which included a strike upon entry to WTO. The Irrigation Association is facing a dilemma .It has to re-think its strategy for survival and success in this ever changing environment and to run the business continuously.
This study discuses the organizational structures and current management practice within the Irrigation Association by analyzing related documents, research papers, government reports and Joint Irrigation Association’s data. The SWOT analysis was also conducted to investigate strength and weakness of the internal resources, opportunities and threats from the external environment. Also included are interviews of experts and scholars whose comments and views could help to identify strategies that Irrigation Association should adopt for diversifying its business.
Furthermore, strategic analysis was used for different Irrigation Associations based on their different types, characteristics and core competitiveness with an aim for their long-term development. Recommendations based on the findings of this study and suggestions and general feedback for improvement in business processes were submitted to the government as reference and follow-up for future developments.
