From the viewpoint of the classical economics, people can discover all possible alternatives and will under some fixed preference, so to conclude the perfect rational decision. But there is always imperfect information in the real world, so do people can not conclude the perfect rational decision all the time.
According to the proposed condition of the rational pattern of behavior, we found that the knowledge, value, preference and the information of the decision maker will affect his mental and perception ability, hence to the degree of rationality of decision-making. As we have already known, the knowledge, preference and value of a policy-maker in one enterprise are formed under the specific culture of the organization he belonged. And the information of the policy-maker can get is related to the extent of the stability of environment. So we proposed that the organizational culture and the stability of environment will influence the degree of rationality of strategic decision-making.
This study sent a structural questionnaire to the top management of selected business, and there are 103 effective respondents in return. Through the analysis by LISREL and one-way ANOVA model, we find that both of the organizational culture and the stability of environment do have impact on the rationality of strategic decision–making. There are two important conclusions as follows:
(1) Organizational culture does have impact on the rationality of strategic decision–making. The more flexible and extroverted the organizational culture is, the more rational the decision will be, by the contrast, the more controlled and introversive the organizational culture is, the more irrational the decision will be.
(2) Stability of environment has indirect impact on the rationality of strategic decision-making. The more unstable the environment is the more flexible and extroverted the organizational culture will be, so to the rationality of the decision will be.
