Summary: | 碩士 === 中國醫藥大學 === 醫務管理研究所 === 92 === The national health insurance has been implemented since 1995 March 1, the system of military hospital has recently been incorporate into the system of national insurance. Such a dramatic change forces military hospital to develop a performance evaluation system to compete with other hospitals as well as promote the quality of care. Thereafter, a strategic map is profiled based on the performance evaluation system.
Based on the concept of balanced scorecard, the purpose of this study is to establish a performance indicator. We first utilized focus group and Delphi method to decide the dimensions of balanced scorecard that can assist the mission of military hospital. The SWOT analysis was then executed to explore the opportunity and threat from external environment as well as the strength and weakness from internal organization. As a result, subordinate indicators were being completed.
Our results showed that four dimensions including finance, customer, internal process business, and learning innovation and growth should be considered. 82 subordinate indicators were built. The current performance evaluation system not only increase the ability of continuous operation for military hospital but also help the managers of military hospital develop strategies.
