The Operational Analysis of Hospital-Based Community Healthy Development Center－ Tai-Chung Area

碩士 === 中國醫藥大學 === 醫務管理研究所 === 92 === The purpose of this research wants to understand and assess the operation effect of the hospital-based community healthy development center under the present medical environment. Our main research objects, seven hospitals, are participating in undertaking community healthy development plan in Tai-Chung area. On data collection, it adopts qualitative research in-depth interview. The contents and key points are showed in followings: 1. In the structure aspect, we explore the motives and purposes of the hospital that undertakes community healthy development center, the fund sources, the states of unit equipment and space, and main pusher’s acknowledgements. 2. In the process aspect, we explore the healthy volunteers’ recruiting, education training, and promoting the community activity items, contents, staffs and participants in the hospital that undertakes community healthy development center. 3. In the outcome aspect, we explore the hospital that undertakes community healthy development center to affect the hospital’s operation effect and image, to integrate with the condition of community resources, and to encounter difficulties and challenges. The results of this research in “developer’s point of view” are found out as follows: 1. We generalize conclusions from the information of the structure aspect, as below: (1) the motive and purpose of the hospital participation, (2) the main goal of the community healthy development center, (3) the degree of the motive and purpose of the hospitals participation is correspondent to the main goal of the development center, (4) the role types of the hospital, (5) the manpower supports of the community healthy development center, (6) the material resource supports of the community healthy development center, (7) the fund sources of the community healthy development center, (8) the acknowledgement and point of view about sufficient fund granted by The Department of Health, (9) the desires and reasons, that the hospital continuously operates the community healthy development center, (10) the way of funds self-raised by the hospital, after the hospital continuously operates community healthy development center, (11) weather the ways of the hospital supports conform to the needs of the development center or not? (12) the acknowledgement and view point of the community healthy development and healthy community taken by the practical persons in hospitals, (13) the acknowledgement of the goal of healthy community achieved by the practical persons in hospital, etc. 2. We generalize conclusions from the information of the process aspect, as below: (1) the main work-developing scope of the community healthy development center, (2) the main works and work-promoting conditions of the community healthy development center, (3) the acknowledge and view point of the starting point developed by the community healthy development center, (4) the recruitment ways of the healthy volunteers taken by the community healthy development center, (5) the relationship between hospital volunteers and development center healthy volunteers, (6) the ways of education training of the healthy volunteers taken by the community healthy development center, (7) the ways that the volunteers promote the household to participate in the activities of the community healthy development center, (8) the community activity items and contents developed by the community healthy development center, (9) the degree of the people participation in the community activities developed by the community healthy development center, etc. 3. We generalize conclusions from the information of the outcome aspect, as below: (1) the acknowledgement and point of view, that the hospital and community healthy development center effectively integrate community resources, (2) the acknowledgement and point of view that the hospital operation effect and image, (3) the hospital participating in community healthy development works suffers from the difficulties and challenges, (4) the most need for assistance that the hospital participates in the works of community healthy development, (5) the suggestions for the community healthy development plan of The Department of Health, etc. The results of this research in “the public health authority’s point of view” are found out as follows: 1. We generalize conclusions from the information of the structure aspect, as below: (1) the role types of the hospital, (2) the acknowledgement and view point of the community healthy development taken by the practical persons in the administrative area of the public health authority, (3) the degree of sufficient resources and the acknowledgement concerning that the hospital undertakes community healthy development center, 2. We generalize conclusions from the information of the process aspect, as below: (1) the characteristics and advantages concerning that the hospital undertakes community healthy development center, (2) the weaknesses and problems concerning that the hospital undertakes community healthy development center, (3) the adjustment ways of the weaknesses and problems concerning that the hospital undertakes community healthy development center, etc. 3. We generalize conclusions from the information of the outcome aspect, as below: (1) the bureau of public health has finished the works and gets the ideas and the opinions of the works in the future, (2) the view point of the hospital that promotes community healthy development plan and could make national policy more practicable, (3) the integral assessments and the suggestion for the hospital, (4) the suggestions for the community healthy development plan of The Department of Health, etc.
