When suffering earthquake, overload, or inundation, a bridge will be destroyed possibly. In the meantime, maybe it will cause too damage to connect other roads, to use it conveniently and to burden the loads of driven cars or trucks. The main purpose of applying fuzzy theory to the safety estimation for bridges is to accumulate and transfer experts’ experiences effectively. It is absolutely uneasy to amplify professional experiences and accomplish technology transfer. Therefore, building a relationship between necessary estimated items and fuzzy theory will help related governmental units solve many experience-needed questions and could be regarded as a aided tool to check the safety of bridges. This research will take Da-An Bridge for example and be focused on evaluating the safety, surveying the functions, understanding the changes of water-pass areas and discussing some policies to mitigate flood-damage by means of hydraulic analysis. Besides, this study also collects some factors influencing safety of a bridge and uses them to establish two important steps. The first step is to concentrate on hydraulic analysis of the research site and to apply HEC-RAS model to evaluate a quantity of flow(Q100) that can be considered as a factor to estimate this system. The second step is to add environmental and bridge-body factors. Through calculating, they will be able to avoid some problems due to personal subjectivity.
