碩士 === 長庚大學 === 企業管理研究所 === 92 === Abstract Establishing clusters in biotech industry is a very important policy in Taiwan. This study is to analyze the situation of biotech industry and development strategy of biotech clusters in Taiwan from the opinions of the top managers in biotech companies. The biotech industry of 118 companies provides the population of this investigation with e-mail and mail survey. The effective respondents are 60. There are five empirical results in this study: (1)There are three technology gaps and six obstacles to biotech innovation in Taiwan. (2) Most of biotech firms don’t know the government policy for biotech clusters clearly. They think the optimal numbers of biotech clusters in Taiwan are 3~4. And there are only 29 firms having the willingness to joint the clusters. (3) Biotech companies selecting clusters are affected by ten factors. (4) The two major reasons that companies don’t want to joint clusters are: (a) jointing clusters can’t increase the benefit and (b) the original location provides enough resources. (5)Finally, they agree that establishing biotech clusters will increase competency of biotech industry in Taiwan. Clusters in biotech industry in Taiwan are at the initial stage. They will encounter many difficulties and uncertainty before the policies may work. I hope this study will provide some suggestions to the policy makers.
